“Turkmenpost” develops mobile service Çapar Pay

26.08.2026

Until recently, paying for water or buying a train ticket meant a trip to the ticket office and a lost half hour. Today, it all fits into a single smartphone app.

We're talking about Çapar Pay, a service from the state-owned “Turkmenpost” (Türkmenpoçta). The app is available for free on Google Play and the App Store—just search for "ÇaparPay."

What the app can do:

  • Utility bill payments;

  • Traffic fine checks and payment;

  • Landline phone bills nationwide;

  • Mobile phone, internet, TV (Altyn Asyr, Älem TV), and Belet and Belet music subscriptions;

  • Turkmenistan Airlines air and train tickets;

  • Altyn Asyr USSD requests directly from the app — balance, top-ups, ringtones;

  • Package tracking and courier orders;

  • Payments via Ekitap, Hiňlen, and Aýdym.com

All bank cards in the country are supported, and their details are stored securely for quick repeat payments.

Users appreciate the simple interface and speed of transactions. For busy individuals and families, this isn't just convenience—it's a real time saver, which would previously have cost them time spent visiting dozens of different branches.

“Turkmenpost” promises to further develop Çapar Pay, based on user feedback.
