Meeting of the Cabinet of Ministers of Turkmenistan

Today, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers via the digital system, at which topical issues of the country’s socio-economic development and drafts of a number of documents were discussed.

The first floor was given to Deputy Chairman of the Cabinet of Ministers Kh. Geldimyradov, who reported on the preparation of a draft Order on presenting cash gifts to women of the country on behalf of the President of Turkmenistan on the occasion of International Women's Day.

According to the relevant Resolution of the Head of State, proper work has been carried out in this direction. It was noted that the necessary amounts of financial resources have been provided for these purposes.

After listening to the report, President Serdar Berdimuhamedov emphasized that in the era of the Renaissance of a new era of a powerful state, our women are doing a lot of work, making a worthy contribution to the prosperity of the Fatherland.

In order to continue the noble traditions of ancestors in honoring beloved mothers and dear sisters, the head of Turkmenistan signed a corresponding Order. Having sent the document to the Deputy Prime Minister for the Digital System, President Serdar Berdimuhamedov ordered to present monetary gifts to the women and girls of the country in a solemn atmosphere on the occasion of International Women’s Day.

Deputy Chairman of the Cabinet of Ministers B. Amanov reported on the measures taken by the State Concern “Türkmennebit” to increase oil production volumes.

It was noted that the State Concern is carrying out relevant work in oil and gas fields. In order to increase the rate of oil production from the wells of developing promising fields in the west of the country, the development of new areas continues. Currently, several wells are involved here and new ones are being drilled in accordance with the plan.

In addition, advanced methods and international experience are widely used when drilling new wells and developing existing fields.

Also, to increase the productivity of wells and effectively drill new underground wells, timely repair services are provided and the necessary specialized equipment is provided.

Summarizing the report, President Serdar Berdimuhamedov noted that our country attaches great importance to increasing oil production volumes and the activities of the Türkmennebit State Concern in this direction should be carried out on a scientific basis.

In this regard, the head of state drew attention to the need to continue the ongoing work to further improve the logistics of the concern, addressing the Deputy Prime Minister with a number of instructions in this regard.

Then, Deputy Chairman of the Cabinet of Ministers T. Atahalliyev reported on the progress of seasonal agricultural work carried out in the regions of the country.

As reported, appropriate measures are being taken to prepare areas for cotton sowing; agricultural machinery and seed materials are being prepared for spring sowing. At the same time, in order to obtain a rich wheat harvest, care for the crops of this crop continues, and the necessary work is being carried out to provide the population with potatoes and vegetable and melon products grown in the country.

Summarizing the report, President Serdar Berdimuhamedov focused on the importance that should be given to the work to prepare land for the cotton sowing season and care for fields sown with wheat, and ordered that they be carried out in accordance with agrotechnical deadlines and with high quality.

Speaking about the need to provide agricultural crops with sufficient irrigation water, the head of state instructed the Deputy Prime Minister to pay special attention to collecting water in the country’s reservoirs.

Deputy Chairman of the Cabinet of Ministers B. Annamammedov reported on the ongoing work on the reconstruction of the Ashgabat Equestrian Complex.

As is known, in the era of the Renaissance of a new era of a powerful state in Turkmenistan, all necessary measures are being taken to develop horse breeding, breed and increase the number of Akhal-Teke horses, and further spread throughout the world the glory of this unique breed of “paradise” horses, which are an excellent example of beauty and grace.

According to the project, on the territory of the equestrian complex, the construction of new additional stables, a veterinary pharmacy, an equestrian supply store, open parking lots, water reservoirs, technical buildings, as well as the installation of monitors of various sizes and modern equipment are provided.

In addition, it is planned to reconstruct the existing stables, the main entrance, stands for spectators, a quarantine building, a sports ground, an open arena, as well as landscaping of the surrounding areas.

After listening to the report, President Serdar Berdimuhamedov especially emphasized that horses are the national pride of the Turkmen people.

“We pay great attention to the development of horse breeding in our country, including equestrian sports,” the head of state noted, instructing the Deputy Prime Minister to keep under strict control the reconstruction of the Ashgabat equestrian complex, as well as high-quality work in this direction.

Deputy Chairman of the Cabinet of Ministers B. Atdayev reported on the ongoing activities to develop the textile industry and modernize enterprises in the industry.

As the Deputy Prime Minister said, high-quality textile products are produced at enterprises equipped with modern technologies, which are in high demand both in the domestic and foreign markets.

In this regard, appropriate measures are being taken to further modernize textile industry enterprises, use production facilities at full capacity and increase the volume of exports of finished products.

After hearing the report, President Serdar Berdimuhamedov instructed the Deputy Prime Minister to keep under control the work to increase the productivity of textile enterprises and constantly improve the financial and economic activities of the industry.

Deputy Chairman of the Cabinet of Ministers M. Mammedova reported on the Procedure for holding the main events scheduled for March and celebrations on the occasion of the opening of social facilities.

Various conferences, meetings, media forums, outreach events, exhibitions, musical celebrations, excursions, as well as summing up the results of previously announced creative competitions are planned for the coming month.

There will be screenings of films and documentaries dedicated to the 300th anniversary of the birth of the great poet and thinker Magtymguly Fragi and the proclamation of the city of Anau as the cultural capital of the Turkic world in 2024.

Festive events and celebrations will be organized on the occasion of International Women's Day, which is traditionally widely celebrated in our country.

Celebrations on the occasion of the National Spring Day will be held at the festive grounds in front of the velayat “Türkmeniň ak öýi” and in the city of Arkadag, as well as in “Nowruz ýaýlasy”.

In addition, it is planned to hold an International Conference “Main directions and potential for tourism development in Turkmenistan”. It is also planned to organize a press conference “Turkmen land – the center of ancient cultures” with the participation of representatives of foreign media.

Summarizing the report, President Serdar Berdimuhamedov emphasized the importance of holding events and opening ceremonies of social facilities scheduled for March at a high organizational level, giving specific instructions to the Deputy Prime Minister.

Then the Deputy Chairman of the Cabinet of Ministers reported on the organization of celebrations timed to coincide with the start of events on the occasion of declaring the city of Anau the cultural capital of the Turkic world in 2024.

According to the Plan approved by the Resolution of the President of Turkmenistan, in commemoration of this event on March 26 of the year “The Fount of the Mind of Magtymguly Fragi”, it is planned to hold a ceremony in “Türkmeniň ak öýi” at the “Nowruz ýaýlasy” site in the Ak Bugday etrap of Ahal velayat.

As part of the celebrations, a number of events are planned with the participation of representatives of the Turkic peoples: a concert, an exhibition of works of fine and decorative art, works of photographers, an International Scientific Conference, as well as a conference of heads of state and national museums of the TURKSOY member countries. Along with this, a press conference is planned with the participation of representatives of foreign media.

After listening to the report, President Serdar Berdimuhamedov emphasized that the city of Anau has an ancient history, which is closely connected with the glorious past of our people. In this regard, the head of state instructed to ensure a high organizational level of preparation and holding of international events dedicated to the declaration of Anau as the cultural capital of the Turkic world in 2024.

Then, Deputy Chairman of the Cabinet of Ministers of Turkmenistan N. Amannepesov reported on preparations for the international scientific conference “Ancient Anau Culture”.

As noted, in the era of the Renaissance of the new era of the powerful state, the history, material and spiritual heritage of the ancestors, which have become the subject of national pride of the Turkmen people, are carefully studied on a scientific basis.

On March 27, on the occasion of the proclamation of the ancient city of Anau as the “Cultural Capital of the Turkic World” by the member states of the International Organization of Turkic Culture (TURKSOY) in 2024, an international scientific conference “Ancient Anau Culture” will be held.

It is expected that famous historians, archaeologists, orientalists, professors, young scientists and representatives of museums from the United States of America, the Russian Federation, the Turkish Republic, the Republic of Uzbekistan, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic and other foreign countries will take part in this international forum.

The forum participants will also take part in celebrations and events organized in the city of Anau, Ak Bugday etrap, Ahal velayat, in honor of this city being awarded the status of the cultural capital of the Turkic world this year.

After listening to the report, President Serdar Berdimuhamedov noted that the history of our country goes back thousands of years. Anau is the birthplace of the ancient culture of the Turkmen land.

Noting the importance of the planned international scientific conference dedicated to the glorious past of the Turkmen people, the head of state instructed the Vice-Premier to hold it at a high organizational level and ensure broad participation of scientists in this work.

Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on the working Plan of cooperation between the Government of Turkmenistan and the Organization for Security and Cooperation in Europe for 2024.

One of the priority vectors of the Fatherland’s foreign policy is the development of constructive partnerships with authoritative international structures. Among them is the OSCE, interaction with which is effective, systematic and covers a wide range of areas.

In order to strengthen this long-term cooperation and promote international initiatives of neutral Turkmenistan, appropriate comprehensive steps are being taken. In particular, work is underway to organize a visit to our country by the OSCE Secretary General in March of this year, as well as to hold a high-level meeting of heads of environmental ministries of Central Asian states in Ashgabat as part of this visit.

As is known, the OSCE Center has been operating in the Turkmen capital on a permanent basis since 1999. As part of joint plans, more than 500 projects in various fields have been implemented over the past 25 years.

Currently, together with the OSCE Center in Ashgabat and the relevant government agencies of our country, a Plan of projects scheduled for implementation in 2024 has been prepared. According to this document, it is envisaged to carry out specific activities in key areas of interaction between Turkmenistan and the OSCE. In total, 37 projects are planned to be implemented this year.

In the political sphere, it is planned to implement a number of projects aimed at strengthening peace and security, developing preventive diplomacy, and countering modern challenges and threats.

Projects planned for implementation in the economic and environmental areas are designed to help resolve important issues related to economic development and regional economic cooperation, increasing energy efficiency, strengthening environmental safety, and climate change.

In the humanitarian sphere, it is also planned to implement a number of projects involving relevant activities in such areas as science and education, protection of human rights and freedoms, improving the foundations of the country’s democratic institutions, ensuring gender equality, resolving issues of statelessness, media development, etc.

In this regard, a draft of the above-mentioned Plan was submitted to the head of state for consideration.

Summarizing the report, President Serdar Berdimuhamedov emphasized that strengthening and expanding cooperation with international organizations has invariably been among the priorities of the foreign policy strategy of neutral Turkmenistan. A clear example of this is the successful long-term, diverse partnership with the OSCE.

Noting that the prepared Plan, aimed at further effective interaction with this Organization, covers the political, economic, environmental and humanitarian spheres, the head of state instructed the Deputy Prime Minister and the head of the Ministry of Foreign Affairs to continue systematic work to develop constructive cooperation with the OSCE.

General Director of the Agency of Transport and Communications under the Cabinet of Ministers M. Chakiyev reported on the state of affairs in the structures under his supervision, in particular on the ongoing work to further modernize the activities of the Turkmenbashi International Seaport.

As noted, the necessary measures are being taken to effectively use the capacities of the seaport, expand the volume and quality of transport services offered, develop mutual trade and increase transit traffic.

After listening to the report, President Serdar Berdimuhamedov stated that our country is located at the crossroads of important global transport corridors, instructing the head of the Agency in this regard to continue relevant work in this direction.

A number of other issues of public life were also discussed at the meeting, on which appropriate decisions were made.

Concluding the regular meeting of the Cabinet of Ministers on the digital system, President Serdar Berdimuhamedov wished its participants good health, family well-being and great success in their work for the prosperity of the sovereign Fatherland.
