The year 2023 entered the annals of our Motherland as the year of implementation of major projects to modernize transport infrastructure in order to accelerate the development of the national economy.

Large-scale work is being carried out to reconstruct the country’s road networks, issues of constructing new highways are being studied, and the creation of international transport corridors North-South and East-West is in full swing.

It is from this point of view that the initiatives of President Serdar Berdimuhamedov to create an extensive and, no less important, safe international transport infrastructure received support from the entire world community. Indicative in this context is the active interaction of our state with the United Nations.

As is known, on May 16 of the year under review, at the 70th plenary meeting of the 77th session of the United Nations General Assembly, at the initiative of Turkmenistan and with the unanimous support of the member states of the Community of Nations, a Resolution was adopted declaring November 26 as World Sustainable Transport Day. It was on this day in 2016 that the first Global Conference on Sustainable Transport was held in Ashgabat.

It is important to note that, at the proposal of our country, the UN General Assembly unanimously adopted relevant resolutions in 2014, 2015, 2017 and 2021, designed to give cooperation in the transport sector a qualitatively new impetus.

The proposals of the head of Turkmenistan to hold a High-Level Meeting on the occasion of World Sustainable Transport Day within the framework of the 78th UN session, as well as initiatives to create Joint Transport and Logistics Centers, contribute to bringing this area to a new level. Unanimous support for the proposal to hold the Third United Nations Conference on Landlocked Developing Countries in our country in 2024 is another success of our state in the transport sector.

Turkmenistan stands for close cooperation with specialized structures of the United Nations, primarily with the UN Economic Commission for Europe (ECE) and the UN Economic and Social Commission for the Asia-Pacific Region (ESCAP). Such a constructive partnership meets the logic of the modern development of Central Asia, a region with enormous natural resources and an advantageous location at the junction of the main routes of the Eurasian space.

Expanding international cooperation in the transport and communications sector is one of the key aspects of the policy of President Serdar Berdimuhamedov. Industry-related forums held in our country are also aimed at intensifying interaction.

This was confirmed by the II international conference “International transport and transit corridors: interconnection and development - 2023” and the events dedicated to it, which were held on May 3–4 with the participation of delegates from more than 40 countries.

In order to strengthen mutually beneficial cooperation, about 100 meetings were held on the sidelines of the Conference, 26 bilateral and multilateral documents were signed.

During the sessional sessions, topics such as the multimodal transit hub of Turkmenistan, the transformation of the transport and logistics services market in the context of digitalization of the economy, the connections of Central Asia with global market chains, the role of public-private partnerships, science and education in the development of transport and logistics infrastructure were discussed.

During the forum, an online round table was held on the topic “Creating a modern logistics system and simplifying the transportation process between the states of Central Asia and the Republic of Korea”, and the project “Multimodal transport route CASCA+ in the direction of the countries of the Asia-Pacific region - China” was launched –Kyrgyzstan–Uzbekistan–Turkmenistan–Azerbaijan–Georgia–Turkey–Europe.”

The accession of representatives of railway operators from Iran and Kazakhstan to the member countries of the CASCA+ corridor has given new impetus to the expansion of transport and logistics partnerships.

In November 2023, a meeting of the heads of railway departments of the participating states of the international multimodal transport and transit route Countries of the Asia-Pacific Region - China-Kyrgyzstan-Uzbekistan-Turkmenistan-Azerbaijan-Georgia-Turkey-Europe (CASCA+) was held in Ashgabat.

The event was attended by delegations of line ministries and relevant departments, as well as logistics companies and enterprises from Azerbaijan, Kazakhstan, Georgia, Kyrgyzstan, Turkey, Uzbekistan, Iran and Turkmenistan.

The main issues discussed during the meeting were the strengthening of international cooperation between logistics structures, the activation of the CASCA+ transport corridor, the exchange of experience of the participating countries in order to realize the transport potential in road, sea, rail and air transport.

This topic received its logical continuation at the International Scientific and Practical Conference “Sustainable Transport: Contribution to Sustainable Development” and the exhibition on the occasion of the first World Sustainable Transport Day.

The forum, held at the Türkmendemirýollary agency in a hybrid format, was attended by heads and specialists of domestic specialized organizations and departments, representatives of the Office of the United Nations Development Program in Turkmenistan, authoritative international, regional and subregional transport structures, large companies operating in the field of transport, and etc.

During the sessions “Innovative technologies and solutions in the field of sustainable development” and “Logistics and infrastructure in the field of sustainable development”, issues were raised such as the state of the global market for transport services, geography and dynamics of cargo flows, the role of road and air transport in increasing the efficiency of transport -transit potential of Turkmenistan in the context of Eurasian integration and diversification of the international transport space, risk control and accounting of logistics costs, etc.

Among the priorities for the development of this area were digitalization and the active implementation of the Single Window system to optimize trade flows.

In connection with Turkmenistan’s accession to the Convention on the Contract for the International Carriage of Goods by Road relating to the Electronic Consignment Note, the goal is to ensure the creation of an electronic system for exchanging data on goods and vehicles.

Within the framework of the international forum, the first meeting of the Joint Turkmen-Kazakh Working Group on Transport, Transit and Logistics was held, at which promising areas of mutually beneficial contacts were identified.

The potential of our Fatherland in the logistics of transit flows is especially impressive given the location here of the main section of the North-South transport corridor - the transnational steel highway Kazakhstan-Turkmenistan-Iran, modern railway and road bridges across the Amu Darya, the Kerki-Ymamnazar-Akina railway - the first stage of the Asian International transport corridor, etc.

Turkmenistan purchases modern equipment from leading companies producing railway rolling stock. According to the relevant agreements of the Türkmendemirýollary agency with enterprises of the Russian Federation and the People's Republic of China, Russian mainline passenger diesel locomotives TEP70BS and mainline freight diesel locomotives 2TE25Km, Chinese mainline freight diesel locomotives CKD9A-1 were purchased during 2021–2023.

The issues of activating the international transport corridor Uzbekistan-Turkmenistan-Iran-Oman, creating a corridor along the Afghanistan-Turkmenistan-Azerbaijan-Georgia route are in the focus of attention of all countries in the region. The implementation of the five-party Agreement on the creation of an international transport corridor Afghanistan-Turkmenistan-Azerbaijan-Georgia-Turkey will bring the regional transport system to a new level.

Turkmenistan, having access to the sea, is actively integrating into the trans-Caspian routes of communication and strives to maximize the potential in this area. In turn, the effective use of the Turkmenbashi International Seaport has made it possible to significantly expand the national maritime fleet, increase the volume of cargo traffic and transit traffic, and improve the quality of service for foreign vessels.

Relevant work has been carried out related to the inclusion of the Turkmenbashi International Seaport in the list of “Green Ports” of the world.

Thus, on June 1, the Secretary General of the Organization for Security and Cooperation in Europe (OSCE) Helga Schmid presented President Serdar Berdimuhamedov with the EcoPorts Certificate awarded to the Turkmenbashi International Seaport.

This document was issued within the framework of the OSCE project “Development of green ports and transport links in the Caspian region”. It provides for the creation of a digital platform to facilitate the exchange of information between the ports of Turkmenistan, Azerbaijan and Kazakhstan. This system, in turn, will connect to large and modern ports in Europe.

The project is supported by the OSCE and some European countries, taking into account the existing potential for the development of transport and energy cooperation with the states of the Caspian region.

The receipt of the EcoPorts certificate by the Turkmenbashi International Seaport gave it the status of a green port integrated into the European transport system. This, in turn, opens up new opportunities for the Turkmen sea harbor, and also makes it possible to increase the efficiency and speed of cargo transportation through the territory of Turkmenistan.

The port's advanced infrastructure is capable of satisfying not only existing but also future demand with high-quality supply and high-quality service. Its achievement at full capacity will lead to fundamental changes in the logistics chains of continental cargo transportation, an important node of which will be Turkmen transshipment terminals as the most optimal for the shortest and most profitable routes.

Maximum use of the capabilities of the Turkmenbashi sea harbor, the peculiarities of delivery of large and heavy cargo to the Caspian region by various modes of transport, their transit to other Central Asian states through the territory of our country will take cooperation to a new level, promoting the integration of Turkmenistan into the system of world economic relations.

The Balkan shipbuilding and ship repair plant is a fundamentally new production facility in the country’s national economic complex, which laid the foundation for the emergence of domestic shipbuilding. Currently, one dredging vessel and two bulk carriers are being built here. Their commissioning will make it possible to transport domestically produced cargo on our own ships.

Particular attention is paid to the implementation of advanced technologies and modern equipment, increasing the types of digital services, modernizing communication systems, as well as establishing mutually beneficial international cooperation in this direction.

The construction of a highway and a bridge across Garabogaz along the Turkmenbashi–Garabogaz–Kazakhstan route will significantly increase the transport and trade partnership and increase cargo turnover between the two states. In the future, the East-West transport corridor will be launched, which will unite Turkmenistan, Iran, Iraq and Turkey.

The construction of the Ashgabat-Turkmenabat and Ashgabat-Turkmenbashi expressways is underway at a high pace. These transport projects will connect the regions of the country with short routes and ensure reliable and uninterrupted operation of the automotive sector. Connecting high-speed highways connecting the eastern region, the center of our country and the western region will provide access for trucks from the neighboring Republic of Uzbekistan to the International Seaport on the Caspian Sea, and from there to the Caucasus, Europe, southern Russia and northern Iran, the Persian and Omani bays along sea routes.

Work continues to strengthen the material and technical base of the industry through regularly purchased passenger buses, passenger taxis and trucks from world-famous companies - Iran Khodro, Hyundai, Toyota, PAZ, Kamaz, Yutong."

At the regular meeting of the Cabinet of Ministers held on December 15, it was reported that during 2023, in accordance with the relevant Resolution of the President of Turkmenistan, the Türkmenawtoulaglary agency purchased and delivered to the country hundreds of small and medium-capacity passenger buses from one of the leading Japanese manufacturers - Toyota.

It should be noted that the city of Arkadag, which is a vivid symbol of the Renaissance era of the new era of a powerful state, has an extensive road and transport infrastructure that meets international standards. For operation in the city, Chinese electric buses and electric cars, as well as chargers, were purchased.

In addition, the new electric buses and electric cars used in the city of Arkadag have a QR code option for convenient use of the Duralga application and a reliable mobile application for ordering a taxi. There are devices for accepting non-cash payments from passengers. With the help of electric buses, it is possible to automatically determine the embarkation and disembarkation of each passenger.

In order to improve the training and retraining of vehicle drivers in accordance with international requirements for ensuring road safety, the Türkmenawtoulaglary agency is constructing auto training sites in the Geoktepe etrap of the Ahal velayat, in the city of Balkanabat in the Balkan velayat, in the city of Mary in the Mary velayat and in the city of Turkmenabat in the Lebap velayat.

In the era of the Renaissance of a new era of a powerful state, the domestic automobile industry makes a great contribution to the socio-economic development of the Fatherland and helps strengthen mutually beneficial cooperation with neighboring countries.

In this context, Turkmenistan, located at the crossroads of the Great Silk Road, attaches great importance to restoring its historical role in the world, implementing important projects, developing transport and communication ties with the states of the region and international organizations.

In the field of air transport, relations are carried out on the basis of more than 50 international agreements and conventions. Turkmenistan is a member of the International Civil Aviation Organization (ICAO), the Council on Aviation and Airspace Use and the Interstate Aviation Committee (IAC), and also cooperates with the European Aviation Safety Agency (EASA).

This area has recently received a powerful impetus for development: modern airports have been built that meet high international standards, and the aircraft fleet has been replenished with the latest models.

Two Airbus A330-200P2F cargo aircraft were purchased and put into operation, new routes for cargo transportation were opened - Ashgabat-Seoul-Ashgabat, Ashgabat-Hanoi-Ashgabat, Ashgabat-Ho Chi Minh City-Ashgabat, Ashgabat-Milan-Ashgabat.

General informatization and internetization lead to fundamental changes in our lives and work and automate many functions. In the context of the transition to a market economic system, the competent use of modern information technologies has become necessary for Turkmenistan. And our country, having embarked on the path of innovative development, has set itself a number of key tasks in order to keep up with the times.

A lot of work is underway to provide technical support for the implementation of these tasks and to create an infrastructure appropriate to their scale.

The Türkmenaragatnaşyk Agency is implementing a number of large projects, collectively aimed at creating a comprehensive communication system based on advanced technologies, increasing the volume, quality and range of communication services, along with providing broadband Internet access in the most remote corners of the country.

Institutions in the field of communications and telecommunications are carrying out targeted work to solve problems arising from the “Concept for the development of the digital economy in Turkmenistan for 2019–2025.”

Today, an authorized user can, through the official Internet portal of government services, pay bills for the Internet, landline and mobile communications, IP television, railway or air tickets using his bank card details. In the near future, according to the instructions of the head of state Serdar Berdimuhamedov, the list of services will be expanded.

The development of electronic services also requires the development of appropriate software in each ministry and department, within which specialized departments for innovation and new technologies are created. In addition, among the objectives of the development of the electronic industry of Turkmenistan and electronic service systems is the establishment of import-substituting production of technical means that record the consumption of natural gas, water, electricity, as well as devices and equipment necessary for the operation of Internet systems, Wi-Fi routers, modems, IP tuners, etc.

To achieve the goals outlined in the Concept, interdepartmental groups have been created in industry departments for the development of the digital economy, within the framework of which the implementation of the Electronic Government system, modernization of regulatory documents, legal regulation of activities in the field of information and telecommunication services, program work on preparation and implementation of large projects.

General approaches and principles of organization, operation and monitoring of management processes for fixed and wireless communication systems, telecommunication networks, etc. are being developed. Implementation of the plans will significantly improve the quality of life of the population, including rural ones, the efficiency of the national economic complex and the competitiveness of the national economy, its full-scale integration into the world market and investment attractiveness.

In November 2023, the International Exhibition of Telecommunications, Telemetry, Information Technologies and Broadcasting Equipment and the Scientific Conference “Türkmentel–2023” were held.

It should be noted that the representative specialized forum was preceded by a number of significant events - the joint, 59th meeting of the Council of Heads of Communications Administrations of the Regional Commonwealth in the field of communications and the 29th meeting of the Coordination Council of the CIS Member States on Informatization under the RCC, which made it possible to develop mutually acceptable mechanisms for solving urgent problems in the context of the international communication system.

Domestic telecom operators, residents and guests of the capital had the opportunity to get acquainted with the latest computer, network, optical, satellite equipment, household and office equipment, information technology, digital systems, software, which were presented by the world's leading manufacturers.

The business program of the conference included a plenary session “Digital Transformation: International Dialogue and Cooperation” and 4 working sessions – “Digital Transformation: Cyber ​​Security”, “The Future of Communications”, “Satellite Technologies, Applications and Services as Driving Forces of a Sustainable Economy”, “Strategy for Digital Development” : building a sustainable, ethical, inclusive digital society.”

Among the significant achievements was the fact that Turkmenistan is among the countries engaged in space exploration. The TürkmenÄlem 52°E satellite allows you to broadcast dozens of television channels in both standard and high definition. Its payload includes the latest equipment designed to provide a package of multi-service communications services.

Currently, the Türkmenaragatnaşyk agency, in accordance with the instructions of President Serdar Berdimuhamedov, is working on the creation and launch of the second national satellite.

On the sidelines of the forum, meetings between heads of industry departments of Turkmenistan and representatives of foreign companies specializing in the field of information and communication technologies took place.

The possibilities of traditional cooperation were discussed, taking into account long-term plans in the field of communications. In this context, the importance of studying foreign experience, intensifying scientific exchange, and close interaction with specialized structures and international organizations that promote the incorporation of advanced technologies into production was emphasized.

As part of the conference, a training was organized on the topic “Launch of next generation mobile communication networks (IMT-2020/5G)”, at which its participants had the opportunity to become familiar with the significant advantages of the 5G network platform.

The results of the next student competition “Digital Solution 2023” were also summed up.

Thus, the events cited in this review once again emphasized how dynamic the policy of President Serdar Berdimuhamedov is in achieving the strategic goal - transforming the Fatherland, located at the crossroads of the continent’s most important trade routes, into the largest international transport, transit and telecommunications corridor of global importance.
