Meeting of the Cabinet of Ministers of Turkmenistan

Today, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers using the digital system, at which the results of the work of sectors of the national economy for January of this year were summed up, and some topical issues of public life were also considered.

The first speaker was the Chairman of the Mejlis D. Gulmanova, who informed us about the results of the work done for the first month of this year.

As reported, since the beginning of the year, draft laws have been being prepared designed to modernize civil law relations in accordance with world practice, as well as related to issues of energy saving efficient use of energy, and hydrometeorological activities. At the same time, work continued to introduce new norms into the Family and Civil Procedure Codes in order to strengthen and preserve family ties and values, and improve the processes of consideration of cases in courts on these issues. The provisions of a number of existing laws are brought into line with the requirements of the time.

In addition, practical steps are being taken to increase interaction with the parliaments of foreign countries and international organizations. Thus, during the indicated period, 4 meetings were held, including on behalf of the President of Turkmenistan, and a letter of credence was accepted from the Ambassador Extraordinary and Plenipotentiary of the Swiss Confederation to our country.

Along with this, Mejlis deputies took part in 7 seminars on improving legislative activity and ensuring the implementation of government programs, organized by the relevant institutions of our country together with UN departments and other authoritative international structures.

It was also reported about the participation of Mejlis deputies in events to explain to the general public the main aspects of the internal and foreign policy of the independent Fatherland, national legislation, the socio-political significance of the motto of 2024, and to popularize the literary heritage of the great Turkmen poet Magtymguly Fragi.

Summarizing the information presented, President Serdar Berdimuhamedov noted that work should continue to improve the country’s legislation in accordance with the requirements of the time. New legal acts should contribute to the progressive development of Turkmenistan, the successful implementation of adopted programs and the consistent improvement of living conditions of the people, the head of state said.

Deputy Chairman of the Cabinet of Ministers Kh. Geldimyradov delivered a report on macroeconomic indicators for the first month of this year.

As reported, as a result of the successful implementation of comprehensive measures, a stable GDP growth rate was ensured in January, which amounted to 6.3 percent.

The volume of products produced increased by 8.2 percent compared to the same period in 2023.

In the first month of this year, retail trade turnover increased by 10.6 percent compared to the same period last year.

The revenue side of the State budget was fulfilled at the level of 104.8 percent, and the expenditure side - 97.1 percent.

Wages for large and medium-sized enterprises in the country are 10 percent higher compared to the corresponding period in 2023. Wages, pensions, government benefits and student scholarships are funded in a timely manner.

Compared to the same period last year, in January the volume of capital investments disbursed from all sources of financing increased by 24.6 percent.

The progress of implementation of the National Rural Program was also reported.

Summarizing the report, President Serdar Berdimuhamedov focused on the importance of carrying out appropriate work for the successful implementation of the tasks defined for 2024 in the Country’s Socio-Economic Development Program for 2022–2028. Emphasizing the need to take appropriate measures to maintain the dynamics of GDP growth and the coordinated development of industries, the head of Turkmenistan addressed the Deputy Prime Minister with a number of specific instructions.

Then Deputy Chairman of the Cabinet of Ministers B. Amanov reported on the results of work in the areas under his supervision for January of this year.

It was reported on the technical and economic indicators achieved in the field of natural and associated gas production, as well as the export of “blue fuel”.

It was reported that during the period under review, the plan for the production of oil and gas condensate was fulfilled at the level of 100.3 percent, in particular, by the State Concern “Türkmennebit” - at 100.1 percent.

The implementation of the plan for oil refining at the oil refineries of the State Concern “Türkmennebit” amounted to 101.9 percent.

The Deputy Prime Minister said that over the past month the plan for the production of gasoline was fulfilled at the level of 101.1 percent, diesel fuel - 104 percent, polypropylene - 103.5 percent, lubricating oils - 114.5 percent.

The growth rate for liquefied gas production was 109.6 percent.

Summarizing the report, President Serdar Berdimuhamedov emphasized the importance of implementing comprehensive measures to increase the volume of natural gas and oil production in the country and the effective functioning of production facilities.

It is necessary to increase the pace of geological exploration and drilling work, the head of state said, addressing the Deputy Prime Minister with a number of specific instructions.

Then Deputy Chairman of the Cabinet of Ministers T. Atahalliyev reported on the results of the activities of the supervised industries for January of this year, including the progress of seasonal agricultural campaigns in the regions of the country.

It was reported that in general, in the agricultural sector, the growth rate of production volumes compared to the same period last year was 101 percent.

At the same time, for the Ministry of Agriculture - 100.2 percent, the Ministry of Environmental Protection - 123.3 percent, the State Committee for Water Resources - 111.6 percent, the State Association "Turkmen atlary" - 102.1 percent. The investment development plan has been completed by 193 percent.

It was noted that appropriate organizational measures are being taken to establish the activities of the Ministry of Agriculture, the State Concern “Türkmenpagta”, the State Associations “Türkmengallaönümleri”, “Türkmenobahyzmat”, the food industry, as well as the livestock and poultry industry of Turkmenistan.

Caring for wheat fields, preparing for cotton sowing, as well as agricultural machinery for the spring season continues. Along with this, every effort is being made to develop livestock farming, increase the number of livestock, as well as provide them with a warm and well-fed winter.

After hearing the report and noting the importance of rational use of water in agriculture and modernization of the water supply system, President Serdar Berdimuhamedov ordered to continue work in this direction.

In order to increase the productivity of agricultural products, the head of state also instructed the Deputy Prime Minister to keep under strict control the timely implementation of seasonal agricultural campaigns in the velayats in accordance with agricultural technology standards.

Deputy Chairman of the Cabinet of Ministers B. Annamammedov reported on the work done by the construction, industrial and energy complex, the State Concern “Türkmenhimiýa”, the State Agency for Management of Highway Construction and the Ashgabat city khyakimlik for January 2024.

Thus, during the reporting period, the Ministry of Construction and Architecture fulfilled the plan for work performed by 110.2 percent.

According to the Ministry of Industry and Construction Production, the plan for production and implementation of work was completed by 104.3 percent.

In the first month of this year, the Ministry of Energy fulfilled the plan for production and work performed by 115.8 percent.

Since the beginning of this year, the State Concern “Türkmenhimiýa” has produced products and completed work for a total amount of 176 million manats, the plan has been fulfilled by 137.7 percent.

In January 2024, the State Agency for the Management of Highway Construction fulfilled the plan for the work performed by 109.1 percent, and the khyakimlik of the city of Ashgabat - by 111.4 percent.

After listening to the report, President Serdar Berdimuhamedov particularly focused on the need to ensure the operation of enterprises in the construction and industrial complex at full capacity.

The necessary measures must be taken to ensure a stable supply of electricity to the population and industries. The head of state emphasized that work should continue to increase the volume of exported goods, build new roads and reconstruct existing ones.

Noting the importance of the facilities planned for commissioning this year, the President of the country instructed the Deputy Prime Minister to ensure strict control over the quality of the ongoing construction of large industrial and social facilities and their completion on time.

Next, Deputy Chairman of the Cabinet of Ministers B. Atdayev reported on the results of the work of the ministries and departments supervised by the trade and textile complexes, as well as the business sector for January 2024.

According to the Ministry of Trade and Foreign Economic Relations, compared to the same period last year, the growth in trade turnover amounted to 106.1 percent, production – 101.2 percent..

Compared to the same period last year, the volume of products produced by enterprises of the Ministry of Textile Industry, including cotton fabric, is 100.6 percent, sewing and knitwear - 103.4 percent, leather products - 112.2 percent.

Since the beginning of this year, the plan for the production of carpet products at the State Association “Türkmenhaly” has been fulfilled by 104.5 percent.

The State Commodity and Raw Materials Exchange held 26 trading sessions in January, at which 1 thousand 996 contracts were registered.

The growth rate of work carried out by the Chamber of Commerce and Industry during the reporting period amounted to 105.7 percent.

According to the Union of Industrialists and Entrepreneurs, the growth in production of agricultural and food products in January reached 103.4 percent, industrial production - 104.6 percent.

Having listened to the report and pointing out the need to keep prices and the supply of markets and retail outlets in the country with consumer goods under constant control, President Serdar Berdimuhamedov emphasized that measures should continue to be taken to provide the country’s population with quality food products. The head of state also focused on modernizing the work of textile enterprises, giving the Deputy Prime Minister specific instructions.

Then Deputy Chairman of the Cabinet of Ministers M. Mammedova reported on the results of activities in the supervised sector for January of this year.

As reported, during the period under review, various forums, creative meetings, exhibitions, conferences, propaganda, educational, song and musical events were held in the country. The Work Plan of the Ministry of Culture and industry departments for this year was also approved.

Among the main events of the past month were the presentation of the book by President Serdar Berdimuhamedov “Yaşlar – Watanyň daýanjy”, a conference on the occasion of the announcement of the motto of the year “The Fount of the Mind of Magtymguly Fragi”.

During the reporting period, a meeting of the organizing committee was held to prepare celebrations in connection with the announcement of the city of Anau as the cultural capital of the Turkic world in 2024. In addition, the Resolution of the President of Turkmenistan approved the procedure and conditions for assigning the legal status “National” to state circuses and individual professional circus groups.

As part of the development of cooperation with foreign partners, Turkmen specialists visited France and the State of Qatar on business trips, where they took part in international cultural forums and events on the occasion of the 300th anniversary of the birth of the great thinker and classical poet Magtymguly Fragi. At the same time, our country hosted exhibitions, scientific conferences, and concerts with the participation of representatives of delegations from Iran and India.

Together with the Ministry of Foreign Affairs, work continues to include multilateral and national nominations on the UNESCO World Heritage List.

The Deputy Prime Minister also reported on the work carried out in January by theaters, cinemas, libraries, museums, the Turkmen State Publishing Service, the Oguzkhan Türkmenfilm Association, and the State News Agency. A separate topic of the report was the practical steps taken to solve problems arising from State programs and Concepts.

After listening to the report, President Serdar Berdimuhamedov emphasized the importance of organizing the activities of the area under his supervision in accordance with the requirements of the time. Along with this, instructions were given to keep under control the proper functioning of local libraries and cultural centers. Noting the need for consistent work to carefully preserve the national historical and cultural heritage, the head of Turkmenistan addressed the Vice-Premier with a number of specific instructions.

Deputy Chairman of the Cabinet of Ministers of Turkmenistan N. Amannepesov reported on the work carried out in the first month of this year in the fields of education, science, healthcare and sports.

It was reported that during the reporting period, reforms aimed at educating an educated generation and publishing textbooks were continued. School students successfully performed at international Internet Olympiads and won 17 medals. The first lesson of the second half of the 2023-2024 academic year was dedicated to the motto of this year “The Fount of the Mind of Magtymguly Fragi.”

The winter holidays were held in an organized manner, according to plans, and young Turkmen citizens were presented with New Year's gifts from the Head of State Serdar Berdimuhamedov, as well as from the National Leader of the Turkmen people, Chairman of the Halk Maslakhaty of Turkmenistan Hero-Arkadag.

This year, reforms aimed at improving the country’s scientific sphere continue. According to the Order of the President of Turkmenistan, quotas have been approved for the admission of graduate students to graduate school, doctoral students to doctoral studies in scientific fields, registration of applicants for academic degrees, as well as admission of residents to clinical residency in 2024.

In accordance with previously given instructions, meetings of the organizing committee were held on the occasion of the celebration of the 300th anniversary of the birth of the great thinker and classical poet of the East Magtymguly Fragi.

Reporting on work in the healthcare sector, the Deputy Prime Minister said that in January of this year, planned activities were carried out in medical institutions. At the expense of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Care, various operations and treatment of sick children were carried out. The construction and reconstruction of scientific and clinical centers continues.

Further work is also being carried out to develop the sports and Olympic movement in the country, prepare our athletes for the Olympic Games, championships, major international competitions, and introduce a digital system. 4 gold and 4 silver medals were won at international sports competitions.

In order to improve skills and exchange experience, business trips to foreign countries were undertaken. During the period under review, 2 international documents were signed.

A significant event in the cultural and social life of the country was the presentation of the book by President Serdar Berdimuhamedov “Yaşlar – Watanyň daýanjy”.

After hearing the report, the head of state noted the need to establish work in the fields of science, education, healthcare and sports at the proper level.

Particular attention should be paid to establishing, in accordance with the requirements of the time, scientific and educational activities in educational institutions, which must carry out consistent work to educate the younger generation in the spirit of patriotism, hard work and high morality.

President Serdar Berdimuhamedov also instructed the Deputy Prime Minister to keep under constant control the construction of new facilities and their provision with highly qualified personnel.

Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on the results of the activities of the Ministry of Foreign Affairs for January in the context of implementing the foreign policy strategy of neutral Turkmenistan, solving assigned tasks and fulfilling the instructions given by the head of state.

Steadily following the course of constructive cooperation implemented under the leadership of President Serdar Berdimuhamedov, our country is successfully developing relations of friendship, good neighborliness and fruitful partnership in both bilateral and multilateral formats.

In this regard, it was noted that in early January, the National Leader of the Turkmen people, Chairman of the Halk Maslakhaty Gurbanguly Berdimuhamedov paid a visit to the United Arab Emirates.

During the reporting period, the President of Turkmenistan held telephone conversations with the Presidents of the Islamic Republic of Iran and the Kyrgyz Republic.

Progressive dynamics characterize relations with foreign countries. This is also evidenced by the visits of foreign delegations to Turkmenistan in January and the visits of domestic delegations abroad. This year, meetings at various levels were held online. During the period under review, official negotiations and meetings with representatives of foreign countries and international organizations were also organized in Turkmenistan. At the moment, 20 international documents have been signed.

Regular contacts between foreign policy departments are aimed at strengthening friendly relations and mutually beneficial partnerships between Turkmenistan and different countries of the world.

Another important vector of the Fatherland’s foreign policy is the strengthening and expansion of diplomatic relations through embassies. Relevant work is being carried out in this direction.

Consistent steps are being taken to build up foreign economic relations of Turkmenistan and organize meetings of joint Intergovernmental Commissions.

After listening to the report, President Serdar Berdimuhamedov emphasized that there are a number of international events ahead, for which it is necessary to thoroughly prepare. Noting that special attention should be paid to the events on the occasion of the 300th anniversary of our great poet and thinker Magtymguly Fragi and the proclamation of the city of Anau as the cultural capital of the Turkic world in 2024, the head of state gave specific instructions to the Deputy Prime Minister and the head of the Ministry of Foreign Affairs.

Then the Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs reported on the results of the working visit of the delegation of Turkmenistan to the United Arab Emirates.

In this context, on behalf of the head of state, the delegation of Turkmenistan took part in the World Government Summit, held in Dubai on February 11–14. According to the agenda, six main issues were worked out relating to such aspects as reform and efficiency of public administration, artificial intelligence, the economy of the future, society and education of the future, sustainability and new global actions, priority areas of urbanization and healthcare.

Thus, it was proposed to create a Global Atlas of Sustainable Transport Connectivity. This will be a practical continuation of the Ashgabat process, which began at the first Global Conference on Sustainable Transport, held in the Turkmen capital in November 2016. This proposal is aimed at developing mutually agreed actions based on multilateral partnerships, an open database and analytics in the above-mentioned area.

In order to implement the above initiatives at the international level, it is planned to carry out appropriate work based on the priorities of Turkmenistan’s foreign policy.

On the sidelines of the Summit, the delegation of our country also held meetings with the Deputy Director General of the International Renewable Energy Agency (IRENA) and the Deputy Director General of the United Nations Industrial Development Organization (UNIDO). The subject of interesting discussion was the prospects for cooperation in the field of industry, construction and renewable energy.

Summarizing the report, President Serdar Berdimuhamedov emphasized that it is necessary to further increase diverse mutually beneficial cooperation with the UAE, instructing the Deputy Prime Minister and the head of the Ministry of Foreign Affairs to continue the necessary work in this direction.

General Director of the Agency for Transport and Communications under the Cabinet of Ministers M. Chakiyev reported on the results of the activities of subordinate institutions for January of this year.

During the reporting period for this complex, the growth rate for work performed and services provided was 116.1 percent.

In the first month of the year, the growth rate in the field of cargo transportation by road, rail, air, sea and river transport amounted to 102.5 percent, and in passenger transportation - 103.7 percent.

The growth rate for the provision of services in January for the Türkmendemirýollary agency was 103.8 percent, for the Türkmenawtoulaglary agency - 106.8 percent, for the Türkmenhowaýollary agency - 162.8 percent, for the Türkmendeňizderýaýollary agency - 106.2 percent, for the Türkmenaragatnaşyk" - 110.5 percent.

Continuing the report, information was provided on the provision of digital services within the framework of the implementation of the “Concept for the development of the digital economy in Turkmenistan for 2019–2025”, as well as on the work on the construction of production and social facilities subordinate to the transport and communication complex.

After listening to the report, President Serdar Berdimuhamedov focused on the importance of consistently increasing passenger and cargo turnover, increasing the volume of transit and international cargo transportation.

Speaking about the need to organize work in this direction in accordance with the requirements of the time, the head of state focused on improving the culture of passenger service. The widespread implementation of the digital system in the industry should also be continued, the President of Turkmenistan emphasized, giving specific instructions to the head of the Agency.

Then, addressing the participants of the meeting, the President of Turkmenistan stated that the GDP growth rate in January was 6.3 percent, sustainable development had been achieved in sectors of the national economy.

As the head of state noted, it is currently necessary to take measures to increase production volumes in industrial sectors, effectively use existing capacities, and expand the scope of activities in the field of trade and services. It is also necessary to continue work on the execution of the revenue and expenditure parts of the State budget in the planned volumes.

Last month, throughout the country, the volume of capital investments disbursed from all sources of financing amounted to 2 billion 545 million manats, which is 24.6 percent more than in the corresponding period last year, and creates conditions for increasing production capacity, President Serdar Berdimuhamedov said.

This will provide an opportunity to further improve the social and living conditions of the population, as well as create additional jobs in the regions, the head of Turkmenistan emphasized.

There is still a lot of work ahead, there are activities to be carried out across industries and regions, and many tasks to be solved, the President of the country said, giving instructions to constantly keep the implementation of what was planned under strict control.

Continuing, President Serdar Berdimuhamedov stated that February 18 will mark the Day of Diplomatic Workers of Turkmenistan. Stressing that employees of the diplomatic service of the independent neutral Fatherland are working tirelessly to fulfill the assigned tasks in accordance with the requirements of the time, the head of state cordially congratulated the diplomats on their professional holiday.

Concluding the meeting of the Cabinet of Ministers on the digital system, the President of Turkmenistan wished its participants good health, family well-being and great success in work for the further prosperity of the sovereign Fatherland.
